Employee Tuition and Fee Waiver Benefit

Eligibility criteria vary by employee category. For represented employees, eligibility is based on the applicable collective bargaining agreement (CBA); for non-represented employees, eligibility is determined by CSU policy.

Overall, in order to participate in the Fee Waiver Program, employees must have an active appointment that is eligible for Fee Waiver.  NOTE: Please check applicable CBAs for provisions concerning the appointment of part-time and permanent employees.

  • Represented Employees
    UNIT ELIGIBILITY CRITERIA
    Unit 1
    (Physicians)
    All unit members
    Unit 3 Faculty-
    Non-FERP
    Tenured* and probationary faculty unit employees (excluding coaches), and temporary faculty unit employees with three (3) year appointments pursuant to Article 12 of the CBA. Coaches must have at least six (6) years of consecutive service in the department. One (1) year of service shall be considered employment of one (1) semester or two (2) quarters in the bargaining unit on a single CSU campus during a single academic year.
    Unit 3-
    FERP Only
    FERP (Faculty Early Retirement Program) participants are considered tenured faculty and are eligible for fee waiver only during the semesters/quarters when they are actively employed in a FERP appointment. Time-base is not a factor.

    Please note: C99 and E99 employees can only attain permanent status in part-time positions as a result of completing a probationary period in a full-time position and, subsequently reducing their time-base.


Fee Waiver Program

  • Tuition Fees Eligible for Waiver or Reduction

    The State Tuition Fee may be waived for up to two courses, or a maximum of six units, per academic term.

    The amount of tuition and fee waiver or reduction available through the CSU Fee Waiver Program varies by employee classification. Benefits for represented employees are determined by the applicable collective bargaining agreement, while benefits for non-represented employees are governed by CSU policy, as outlined below:

    Fee Waiver Employee Matrix

    This includes the State University Tuition Fee charged during state-supported summer term. State University Tuition Fees include Undergraduate, Credential and Graduate/Post Baccalaureate Tuition Fees.  Maximum of two courses or 6 units per term.

    Under a CSU Doctoral Program employees pay the difference between the Doctoral Tuition Fee and the part-time Graduate Fee.

  • Educational Tracks In The Fee Waiver Program

    There are two tracks available under the CSU Fee Waiver Program: Work-Related Courses and Career Development Plan Courses.

    Work-Related Courses are classes that directly enhance the skills, knowledge, or competencies required for an employee's current position. Employees may also enroll in courses to develop skills needed for new duties or responsibilities. Enrollment may be voluntary or directed by the employee's supervisor or manager.

    Career Development Plan Courses support an employee's long-term professional growth and career objectives. A Career Development Plan provides a framework for systematic development and should outline the employees' progress toward identified career goals. The primary responsibility for creating and maintaining a Career Development Plan rests with the employee. Employees pursuing this track must meet all admission and matriculation requirements of the CSU campus they plan to attend.

    Note: Courses offered through self-support programs are not eligible for the CSU Fee Waiver Program.

  • Applying For the Tuition and Fee Waiver Benefit

    Employee Tuition and Fee Waiver Instructions
    A new Tuition and Fee Waiver application must be submitted for each semester in which you wish to participate.

    Step 1: Choose Your Fee Waiver Track and Complete Required Forms
    Select one of the following options and complete the required forms through Adobe Sign.

    • Track 1:  Work-Related Courses (Non-Matriculated Employees)

    • Track 2:  Career Development Plan (CDP) (Matriculated Employees)
      Eligibility Requirement: 
      -  Must be admitted to a CSU degree or teaching credential program.

    Step 2: Submit Forms
    Complete and submit all required forms through Adobe Sign by the applicable campus deadline.

    • 糖心原创 Students: Submit forms by the published fee waiver deadline or before your registration date, whichever occurs first. Failure to meet the deadline may affect course enrollment.
    • Students Attending Another CSU Campus: Contact the campus of enrollment for submission deadlines and procedures.

    Step 3: Register for Classes

    • Continuing Career Development Plan (CDP) students, register through My糖心原创 or according to the enrollment procedures of the campus of attendance.
    • Work-Related students will receive communication from the Office of Admissions & Registrar regarding class enrollment.

    Step 4: Pay Tuition and Fees
    Pay all applicable tuition and fees by the published payment deadlines.

    • Refer to the Course Catalog for payment schedules.
    • Visit Student Financial Services for additional information.
    • Students participating in the Tuition and Fee Waiver Program are subject to disenrollment and late fees if payment deadlines are not met.

    Step 5: Report Schedule Changes
    Notify Human Resources of any schedule changes or adjustments by emailing feewaiver@csusm.edu.

    Step 6: Apply Each Semester
    To continue receiving the Tuition and Fee Waiver benefit, submit a new application each semester and meet all applicable campus deadlines.

  • CSU Application Fee Reimbursement Request

    CSU Application Fee Reimbursement
    Eligible employees are required to pay the CSU application fee when submitting their application. After enrolling at a CSU campus, the employee may apply for reimbursement of the application fee through the CSU Fee Waiver Program.

    Please note:

    • Only one CSU application fee is eligible for reimbursement, regardless of the number of CSU campuses to which an applicant applies.
    • Application fee reimbursement is available only after the applicant has enrolled at a CSU campus.
    • Multiple application fees will not be reimbursed, even if applications are submitted to several CSU campuses.
    • The application fee is reimbursed to the employee.
    • No exceptions are permitted under CSU policy.

      To request reimbursement, complete and submit the CSU Application Fee Reimbursement Request form after enrollment has been confirmed.
